Draft chapters of KIB Title 16 SubdivisionTitle 17 Zoning and Title 18 Borough Real Property were completed in March 2012 and drafts were made available for public review and comment with a comment deadline set for May 18, 2012 but was then extended to June 8, 2012.  When the Project Advisory Committee meets on September 6, 2012 they will consider the public comments submitted and decide what changes to make before sending the drafts to the KIB Planning and Zoning Commission for review. The Commission will then  review and comment on the drafts before it is forwarded to the KIB Assembly for consideration as an amendment to the Borough Code.

Paper copies are available in the Community Development Department, Room 205, 710 Mill Bay Road, Kodiak, AK 99615. Although no longer circulated for formal review, comments can still be submitted on the  online comment form.

Public Outreach
Since the draft codes were  made available for review, staff has provided outreach and information to many areas of the borough.  Community Meetings and workshops were held in the following communities
  • Port Lions – April 25, 2012
  • Kodiak Rural Regional Leadership Forum - May 2, 2012
  • Kodiak Community Workshop w/ consultants present – May 10, 2012
  • Chiniak Community Workshop w/ consultants present – May 11, 2012
  • Ouzinkie – May 15, 2012
  • Larsen Bay, Akhiok and Old Harbor (Meetings with Mayors and city staff only) - May 30, 2012
  • Port Lions – June 7, 2012

While the consultants from LSL Planning, Inc. were in Kodiak for the community workshops on May 11 and 12, they met with several interested individuals and groups to discuss matters addressed in the draft codes, particularly Title 17 Zoning.

Draft zone maps are currently posted  in the front entry hall of the borough building. Copies of these maps were also shared with the Kodiak Public Library.

The contract with consultants LSL Planning, Inc. runs through December 31, 2012 and it is hoped that the project can be completed before that time which will represent a full 2 and a half year time investment into this project.
